A WW1 "Dog Tag" Set

The following came from my Grandfather, who served with the 20th (Engineers) Regiment in 1918 and 19, in Europe (France). I don't think they are "regulation", but if you have ever seen something like this please contact me (SteveWag@aol.com).

The "front"

 105 SECOND AVE. ALTOONA, PENNSYLVANIA. U.S.A. is the address of the family home in Altoona. Could 174454 be an individual (his) serial number?

Dorothy was my Grandmother. I have no idea as to the meaning of "PEGEST", any ideas? CASSANDRA was the city she lived in.

They are similar to genuine tags;

I think they were made in France using the M1910 marking tool; this tool was issued to company clerks for making tags at the front.
